
The Gütezeichen is the official Quality Seal of the Federal Ministry of Health (BMG). It recognizes agencies that adhere to ethical, transparent, and fair recruitment principles when recruiting international nursing professionals from non-EU countries. It protects international nursing professionals while also ensuring a suitable overall process for German healthcare institutions.
The seal is issued by the Kuratorium Deutsche Altershilfe (KDA) in cooperation with the Gütegemeinschaft Anwerbung und Vermittlung von Pflegekräften aus dem Ausland e.V. (GAPA).
Independent, specially trained auditors conduct a detailed, systematic review of the applying organization. The bodies of the Quality Association decide on the awarding of the quality mark. The recertification process, also carried out by auditors, ensures that all criteria continue to be met on a long-term basis.

All agreements and process steps are documented in writing and centrally stored on the CWC platform. Employers and candidates have secure access at all times to relevant documents, candidates’ language progress, and contractual documents. This ensures compliance, traceability, and long-term transparency for all parties involved.
Nurses never pay recruitment, placement, or deployment fees at any stage of the process in accordance with the Employer-Pays Principle. By removing financial pressure from candidates, CWC enables nurses to make independent, well-informed career decisions.
Nursing professionals must not be placed in financial hardship through impermissible financial obligations or repayment clauses. Fair retention periods apply and must not be characterized by restrictive or coercive contracts.
The entire placement process, including the cost structure, is disclosed transparently to all parties involved. Nursing professionals are comprehensively informed about their working conditions, salary, and the overall process.
The process is designed to ensure the long-term and successful integration of the professional in Germany. CWC also places importance on employers having a structured workplace integration management concept (language support, onboarding).
CWC works in partnership with employers, jointly assuming responsibility for sustainable integration and long-term employment. The recruitment process is guided by international ethical standards and human rights due diligence obligations.
